I'd suggest to remove bcc16.cf. [ I wasn't expecting it to work either. ]

Worked here with Mingw and msys.
I've just tested BCC16, and got this:

echo. ../../../../lib/dos/bcc16/hbcommon.lib &> __lib__.tmp
The syntax of the command is incorrect.
