Well ,maybe I did a bad describe. I believe all locale was installed, but
some are not activated.
# cat /var/lib/locales/supported.d/local
zh_CN.UTF-8 UTF-8
en_US.UTF-8 UTF-8
And I add a line to this file:
en_US.ISO-8859-1 ISO-8859-1
then it's OK.
