[Groff] groff CVS now needs texinfo 4.8

[Groff] afmtodit updated

Michail has provided updates for afmtodit for better Unicode support (which I've complemented with syntax updates to use Perl 5 features). Please test! Werner PS: It took a long time to apply his changes because of postal delays with his assignment papers. __
