Thanks to all who replied. In addition to groff 1.20.1, I also
had the problem with 1.19.2 (both with Slackware 12.2.)
I did not have the problem with 1.18.1 on Slackware 8.1 on an
older computer, but couldn't get 1.18.1 to compile with Slackware
12.2 on this one.
