Does groff's -V option help? It shows the constructed pipeline.
$ groff -V -Kcp1251 -t
> \s[\n[.s]*0.707]
>
> won't work!
\s[\n[.ps]u*707u/1000u]
works.

I'm posting this because it does not seem to be explicitly
documented in groffinfo (though it may be deducible from what
is in there).
Namely, it is possible to explcitly set fractional point
sizes in groff, which will be so realised in PS output.
Simple example (filename junk0.tr)

The reason the pdf driver for groff cannot behave like pspic is because groff
has no way of knowing the media size of the pdf graphic which you are
importing. F
