Toolkit :: Telemetry module changes

Hi, the Toolkit :: Telemetry module is currently owned by me. However, moving forward, i will not be able to keep track of it as an owner. I propose that Chris Hutten-Czapski should own this module. Chris has contributed significantly to the Fir
