I just implemented your suggestion in gnupg-2:
uid N
Toggle selection of user ID or photographic user ID with index n.
Use * to select all and 0 to deselect all.
key N
Toggle selection of subkey with index N. Use * to select all and 0
to deselect all.

individually. Typing "uid" by itself currently deselects all UID's.
