If you're using Lubuntu, you probably just want to install the package via apt-get: "apt-get install gnupg" (or gnupg2 for gpg2). If its default packages are similar to ubuntu, GPG1 should be installed by default. If you really want to install from source, you'll need a C compiler installed along
