I've never been able to do this through graphical interfaces. I put all public
keys in a directory and use the command line:
gpg --import *asc

Using Mageia 8 or Slackware64 15 with Emacs 27.2 I cannot
open encrypted files. Emacs has built-in functions to
handle GnuPG but it's only working for encryption.
