I'm running v3.5 on macOS 10.13.6.
When I import a file, I get "Failed" and according to the to QIF Import dialog:-
When you press the Start button, GnuCash will import your QIF data.
If there are no errors or warnings, you will automatically
proceed to the next step.

I've recreated a profit and loss report with a specific date range and set
the display accounts as hyperlinks.
When I click on a link, the account is not filtered by the date range for
the report, I get all transactions for that account. Is this a bug?

I purchased 270 in foreign currency costing 221.62 in local currency, but

When I enter a new transaction with a 2-digit year, the resultant date
becames1899. For example, I enter 10 for the year and I get 1899 when I
expect to get 2010. This worked in 2.x.

I've got no idea what you are talking about. I don't even know how you got
to that screen shown in your attachment.
I'm talking about entering transaction dates in any account register.

Sorry, that's a typo in my email example. You can't actually enter 2
consecutive slashes in the date field in this version [1].
