Although locating the file proved difficult for me (a matter unrelated to
GnuCash 😊), that was not my issue. After installing v3.1, I was able to
import files. Before the upgrade, the Import "box" was blank/empty.

Do you mean that you cannot find the folder where your file is located
after starting the import assistant or something different. There is a
known bug that that windows version cannot find mapped network files. If
that is your issue you will have to either wait for release 3.2 or copy the
import
The first workaround is to get version 3.1. I think the ofx import showing no
transactions problem was fixed prior to the release of 3.1.
