Looks like option is getting used as part of shortcuts, intercepting its use for extending the keyboard. Option-u-u opens that weird entry box and option-o operates the OK key. Option-e still works to create an accent-grave so it's just modifier key overloads. In the transfer dialog option-u-u m

On MacOS, you can access all those special characters from the Keyboard menu. One of the tabs in the Keyboard System Preference has an option to 'Show Input menu in the menu bar'. Then from any app you can open up an 'Emoji and Symbol Viewer' that will allow you to insert any symbol or character
