Now the employee voucher has stopped adding tax again. I've attached
screenshots of voucher 70, which automatically added tax when I entered a
line item. I then closed GnuCash, reloaded, and created voucher 71, which is
not adding tax again. I didn't do anything different when creating them. Can
so
Since my last post, I must have broken something. My employee voucher entries
are now automatically adding sales tax to the amounts. I don't know where
this came from, but it actually causes more problems because I can't find a
way to deactivate it where appropriate.

Is it possible to add a section for value added tax in employee vouchers?
Right now I'm just adding it as a separate line item, but it makes things
look awful in my books.
