I'm a bit confused by this discussion. Is there a consensus as to
whether the bug is located in libofx, or whether libofx is passing on
the right info, and GC is misinterpreting it?

Ok, so I see there was no change to gnucash to fix this only a fix to
libofx. So I shouldn't even bother looking at the combination of 4.9
and 0.10.2. I will upgrade and try a few different time stamp/ offset
combinations.

Since the 4.9 AIO still doesn't work there must be another path where the TZ is
bering applied backwards.
