I've changed the XSLT's in ${docs}/xsl/1.45/html to emit UTF-8 rather

claiming the document is UTF8. Jsled set it up this way, so yell at
him. Apache is claiming the doc is UTF8 even when it has no frickin
clue what the encoding o
