I'm currently cleaning up my build scripts, but you may try them:

Extract the zip to e.g. c:\dev\projects\gnucash\packaging
Modify the path settings at custom.sh (if needed)
Start up msys and
cd /c/dev/projects/gnucash/packaging/win32
./install.sh

It's quite possible that 2.4._0_ is too old (or broken), in which case
we should change the check to 2.4.X, for X > 0 such that it's not
broken. FC3 ships with 2.4.7, as does RHEL4.

installed, it won't build.
