Difference between Power Off & Shutdown

Hi I am reviewing translation for my language (hi) and I want to know more about the difference between Power Off & Shutdown button, so that I can implement the difference in the translation as well. Also I am interested to know why shutdown option is changed to Power Off. regards, --
