Missing tag is a trivial change, but broken link is a very ugly thing in
this king of page.
There are very few languages near 100%, so damage is low.

Hi all,
I just pushed an amended version of the high contrast image to the 3.4
release notes (named rna11y-high-contrast.png). There's no text in it
and the subject of the image hasn't changed, so it won't affect
translations.
This is just a heads up since the image's sha256/md5 will have
changed
