Stable stuff on gnome-2-28.
Translation folks: Do you suppose we can stop asking maintainers
to send these notices? We get the automatic notices now, so our
mailing lists get two notices for every branch. I asked on d-d-l
about it, but I don't think anybody there cares. Thoughts?

commit before I went and broke string freeze. Everything should be OK
now.
Note that I had to fiddle with the Plural-Forms headers in the
Icelandic, Malay and Uighur translations before I could push the branch.
