I branched Empathy for GNOME 2.28. Stable branch is now "gnome-2-28" and
master is for the work toward GNOME 2.30/3.0

Thinking more about this I regenerated the list and activated all
languages over 65%, I'll set the threshold back to 80% just before
the release
