GIMP entering tentative string freeze for 2.4

Hi, we are getting close to a GIMP 2.4 release. There are still some bugs and even some features missing. So we will definitely need to add some more strings and probably also change a few. But we will try to avoid larger string changes from now on. So it's probably a good idea to start working on
