I wonder if KMouth is the type of program you are talking about
https://www.kde.org/applications/utilities/kmouth/ it uses various
speech engines and once QtSpeech is released will use
speech-dispatcher exclusively.

The overlapping speech problem you are seeing with espeak is a result of
using aplay for output. I get the same effect with DEctalk and the dtk
generic module when I changed it to use aplay for output.
