To solve this issue, I had to truncate table Services (use gitlab-rails dbconsole to do it). I chose this method since the data in Service is not that hard to build again. After clearing the table, I just use gitlab-rake db:migrate to continue the migration. Then, I just use gitlab-ctl restart
