Here's another nice rough metallic surface effect. Create a new file, say 800 x 800 pixels, fill it with 50% grey. Click Filters > Noise > RGB Noise, choose correlated noise, deselect independent noise. Click OK. Click Filters > Blur > Gaussian Blur > keep the default setting radius > click OK.
