I am running GIMP 2.6.10 under Ubuntu Maverick...and lately
have been having an intermittent problem with the file
selector.
It pops up seemingly locked-up so I can't change directories
or disks, matter of fact can't do anything but close it.
Anybody experienced anything like this?

Depends on whether you have the file saved in XCF format, how many
layers, etc.
Let's assume it is a GIF. In crude terms:

The file you downloaded is not meant to be installed by users. If
possible, please grab an installer for your platfo

(2) select and cut the image from your banner, and copy to this alpha layer
( so that only the area having visible pixels is opaque)
(3) Save in a format which preserves Alpha(transparency) information
