Hi Scott,
You need to make a selection of the cartoon figure. Check the gimp manual on
how to do this, there are too many ways to explain all here.
Then go to select float.
Then create a new layer.
Make the background layer invisible or delete the background layer if you no
longer need it.

What kind of outcome are you expecting to get when stroking a path with a
selection tool?
I can't think of why you want to do this? Maybe someone can help you if we
know what it is that you are trying to accomplish.

Is there anyway to make histogram data (such as pixel count)selectable with a
mouse or export the histogram data to a txt file so I can select it?

I'm investigating ways to make at least "semi-artistic looking" photo
frames. All GIMP examples I could find have a "designed by an
engineer" look. But if I allow PhotoShop, one can find some quite
striking examples; e.g., see

strokes I think) rectangle was just an example.
