Is there any way of configuring the 'stroke selection' function so that
the brush chosen for stroking will have its orientation adjusted as it
is drawn along the selection, i.e. the brush should remain perpendicular
to the selection.

I didn't install MS-Windows Engine for GTK+
'cause it crashed with fonts too much.
so I'm using gimp without MS-windows engine for GTK+
now I reinstall GTK+ with MS-windows engine..

Try it without the "sudo". When you use sudo, you are running as a
different user and so your own user settings (ie, the DISPLAY) are
ignored.
