AFAIK no. It's been on the wishlist for quite some while, and there is a patch
attached to bug http://bugzilla.gnome.org/show_bug.c

Select the layer in question in the layers dialog. Right click on it and do
"Layer to
Image Size", this will make the layer exactly the size of the image. You might
also
check at the top of the layers dialog and make sure the small check box for
"keep
transparency" isn't checked. (indeed, perh
