I think it's more annoying as usable.
What can I set in this popup?:
- the layer's name (just a double-click on the layer's name )
- the layer color (90% of case, I think its transparent. If somebody

I don't know what you mean by "quickly" but (if you
don't already have this open) do:
File>dialogs>tool options
Then select the pencil (or paintbrush) and click on
the little black circle (right beside "Brush) in the
windows that says "pencil options" or "Tool Options"
in the title bar.
