I believe you want to turn on the "Data security" option in the "caching
defaults" page:

Not sure I understand, it is subject to the same security restrictions as
any other layer (indeed this was a security issue to ensure this was the
case some years ago).
You can set up filter chains using the URL pattern of the geoserver/gwc/ if
you wish to impose more restrictions.
