Remove the packages that are blocking.
emerge -C coldplug pam-login ant-tasks
Then emerge world again.

I am geting this at the top of my world update, here is the command
and the very beggining of the out put:
Mr-Eyes ~ # emerge -aqDu --newuse world
[blocks B ] sys-apps/coldplug (is blocking sys-fs/udev-090)
[blocks B ] sys-apps/pam-login (is blocking sys-apps/shadow-4.0.15-r1)
