As Mrugesh mentioned rp-pppoe-3.8, I took a look in the rp-pppoe
ebuild file and found this,

ppp included the pppoe-plugin known from rp-pppoe. the pppoe-plugin uses

No, since baselayout-1.12*, gentoo uses ppp and ppp's pppoe-plugin.
rp-pppoe is not needed anymore!
