I finally solved this with:
# emerge -Dupv =perl-core/File-Spec-0.87 (this recognised it in portage ...
maybe?)
# emerge -C File-Spec
# emerge -D perl (which interestingly enough does not want to re-install
File-Spec ... I wonder what it's needed for)
