can I change it to another new runlevel for specific kernel version?
BTW, the services I want to disable is udev{,-mount} for kernel-2.16.31.

For instance, if you use LVM, then you will
glib- wants to install 2 files which are also installed by gdbus-codegen:
/usr/share/man/man1/gdbus-codegen.1.bz2
/usr/bin/gdbus-codegen
Even gdbus-codegen- installs those same files. glib- also has
a failed patch which might be related:
