Your iptables rule is almost ok, if I were you i'd do something like this:
iptables -t nat -A PREROUTING -m mac --mac-source 00:19:7E:C5:02:AB -j DROP
and
iptables -A INPUT -m mac --mac-source 00:19:7E:C5:02:AB -j DROP
