I think it's time to remove the mask on >=media-video/ffmpeg-4.0 ffmpeg 4 is in many distros (including Debian, Arch) and FreeBSD. Upstreams are starting to require it, too. For example, Kodi 18 and media-plugins/gst-plugins-libav-16 will require it. The blocker issue https://bugs.gentoo.org/6
