As suggested in bug 291860, I am heading up an infra cleanup project to
disable/close some mailing lists. Since the list is quite large, I want
to send it out for RFC. A few of the important reasons to disable some
of our mail lists are:

I will be moving these to maintainer-needed in a few days. I no longer use
them and have little motivation to fix incoming bugs. Don't bother to ask,
just feel free to change metadata.xml to yourself.
