how to use sigs and hashes to check downloads.

It looks like podlings don't always grok the requirements for ASF websites:

Nor are the download requirements always clearly understood.
ISTM that maybe the docs need to be updated to point to the
appropriate requirements.

I think the issues with the website are not fatal to the vote and I am
confident will be addressed before it closes. I think it is also fine to
wait for them to be addressed before proceeding.

releases (https://issues.apache.org/jira/browse/PIO-130). The remaining
issues will be addressed by https://issues.apache.org/jira/browse/PIO-131
