Apache Tephra 0.13.0-incubating has passed with 3 binding +1s,
and no non-binding +1s, 0s or -1s.

the tephra-distribution directory (named LICENSE_BINAR

create a JIRA to fix this issue. We had followed the example of including
libraries that h

oversight.

seem to have been solved properly.
- The changes to the NOTICE file don't match the NOTICE file for Guice.
There is no need to declare the license usage for
