- DISCLAIMER exists
- LICENSE and NOTICE fine
- all files have ASF headers
- no unexpected binary files
- can compile from source

I checked:
- Incubating in name
- DISCLAIMER exists
- LICENSE and NOTICE are fine
- No unexpected binary files
- Checked PGP signatures and checksums
- All files have license headers if necessary.
