There’s no need to cancel it - just put it on hold until you get the last
needed vote.
For the process see [1] - “The vote is successful if there are at least three
+1 votes from PPMC members, and more +1 than -1 votes from PPMC members."

I'll cancel this. Justin McLean says that we need 3 PPMC votes and we don't
have those yet. I can't find any Incubator docs about the 3 PPMC votes rule but
it does seem like a convention.
