From memory it was that they are not automatically transferred (but I could be
wrong). Otherwise podlings could skip voting on the incubator list altogether
if they had 3

NOTICE there’s probably a reason for this but it’s unclear to me.
I checked:
- incubating in name
- signatures good but form a non apache email
- LICENSE is good
- NOTICE has unneeded information in it
- DISCLAIME
