5. in the distro the NOTICE, LICENSE and DISCLAIMER files are at root but in
svn they are under the installer directory - we pulled them up to root when
we packaged everything.

There are some dependencies we download during the installation of the Flex
SDK which have an Adobe License. In this case we show the Adobe License
screen/webpage to the end user.
