Sorry but it’s -1 (binding) due to license and binary issues
I checked:
- Incubating in name
- signatures and hashes are fine
- DISCLAIMER exists
- NOTICE include lists MIT licensed file this should be in LICENSE. This was
brought up last release.
- LICENSE is missing above MIT license

-1 (binding) as incubating is not in the name. I suggest you rename and carry
on the vote. If you do that treat my vote as +1 (binding).
I checked:

The signature, SHA hash is good; the NOTICE, LICENSE files are in place;
The header is not apache style, as Tianqi stated, should be updated in
future releases.

The sigs and sums match,
LICENSE, NOTICE, DISCLAIMER-WIP are good. The license header in source
needs to be updated to conform with ASF convention but given the
DISCLAIMER-WIP it is fine.
