In order for us to accept the Takari Maven Plugin, it's currently EPL v1.
We allow these to be distributed in binary form. For us to accept the
plugin, I would expect an SGA from Takari allowing the relicensing.

I don’t see that distribution rights have been confirmed. i.e Has takari (see
takari.io) given permission to do this? I assume that takari is the owner of
the code? If not does it belong to all of the contributors? If that’s the case
have they aggreed to this?
