Yes but in case of a collision what name should the root use ? and
what if the new member does not like the newly proposed name by root ?
Sending 3 preferred uid(s) saves time for the root and others not to
think about what to do and what names to use and what if it is OK or
not with the new member

Contrary to the doc on the incubator site, there's really no reason to
ask new people for three proposed user names. All you have to do is to
look at the global committer list and see if their first choice is
available, and then go around only in case of collision. Root does not
mind receiv
