The only place I found (after a quick review) where you might infer
copyright transfer is that there is a section named "Copyright".
This could be changed to "License".
Are there other places that imply that a copyright grant is required?

As a committer on the XAP Project, I would also vote +1 (non binding of
course) for moving the project from incubation to the attic. We have seen
little community develop around the project and have been making little/no
progress on the code lately.
