In the current build system for PCB is there a way to run ./configure
that will handle out-of-source builds?
I'm missing it if it is in there.
I want to be able to build Windows, GTK and Lesstif versions of PCB
out of the same source tree, without 'make clean' cycles all of the
time.

I don't know about that - it might try to update build-independent
files in the source tree, esp if you enable maintainer mode or docs,
but the gui-specific files go in the build tr
