If someone can get the mingw builds working again, I'd appreciate that
- neither the win32/build_pcb script nor a fedora mingw cross compiler
work for me.
Let's not wait a year for the next release...

You are a little shy of providing info. It is an STX-35398A part and

The purpose of the outline layer is to communicate non rectangular
pcb shapes to the fab. See

When I needed a square cutout, my fab just required me to provide the
exact borders. So I drew the outline of the hole in the outline layer.

A bad example is the file dialog in gschem. It always filters for *.sch
files. However, gschem is also the symbol editor.

I know who I have to use a full service company. I just need to know how to
make them in pcb. The company wants gerber files.

PCB's footprint format doesn't support cutouts like that. Your best
bet is to have silk lines for where the cutout should be, and just
edit your ouline layer to be what you need.

I was going to reply something about "why are you linking to some
stupid flash website with a jpeg on it instead of .pdf off

business and he's probably not allowed to disclose any more

That is the link. I'm not too worried about cost. I'm really wondering how to
create the footprint that has the cutout in it.

What link?
In general, rectangular openings are not well received by the PWB
maker. If they are large enough (somewhere in the range of 0.1 or
0.2 inches wide or more) they can be routed, but that often costs a
bit more. A small rectangular pin is typically accommodated by
notching the edge
