DOCTYPE etc. are added automatically via style.mhtml. They do not belong
in any individual checked-in .h

the GCC 7 cycle, and also adds the so-far missing
gcc-7/porting_to.html file.
(I added and tags to the
porting_to.html file, which is apparently what is recommended these
days; I didn't add this to any existing file)
